Efforts should be made to reduce the risk. Risk reduction measures should be implemented within a defined time period. Where the moderate risk is associated with harmful/serious consequences further assessment may be necessary to establish more precisely the likelihood of harm as a basis for determining the need for improved control measures.

Substantial

The activity should not be started until the risk has been reduced. Considerable resources may have to be allocated to reduce the risk. Where the risk involves activity already in progress, urgent action should be taken.

Intolerable

Activity should not be started or continued until the risk has been reduced. If it is not possible to reduce risk even with unlimited resources, activity has to remain prohibited.

Bow balls, heel restraints and buoyancy compartments aids may be inspected by Control Commission prior to going afloat to race. Buoyancy aids may be visually checked by Control Commission.

Competitors and coaches are responsible for ensuring that their boats are safe and are prepared to the required standards at all times including practice.

Three fully equipped safety launches spread along the race track. All race monitors, umpires, start marshals and safety launches are linked by radio. Race monitors and unpires equipped with loud hailers and hooters to summon assistance.Cox’s life jackets may be checked by Control Commission prior to going afloat to race. Particular attention paid to "front loader" boats.

Crews turning from the Bucks station to cross the course to UTRC whilst the race is still and thus potentially endangering crews still racing

Take advice from the Environment Agency four days before the race on their assessment of likely race conditions. Committee review actual conditions on-site on afternoon before the race. Depending on the severity of the river conditions observed decide whether to:

  1. shorten the course by 200 metres to create wider safety margin from Hambledon Weir
  2. Take out all Novice crews, Men’s J14, Women’s J14 and J15, Women’s S4
  3. Cancel Race

Start Marshals "collect" crews for the race in start order and turn them in that order ready to start.

Risk Assessment meeting held at 12.30pm on 14/2/03 at the finish end of the race course. Present at the review were Roy Spatcher, Ian Cruickshank, Duncan Thomas and John Friend
